NPELRA Foundation (Anthony C. Russo Scholarship Awards)

The NPELRA Foundation is a nonprofit subsidiary of the National Public Employer Labor Relations Association (NPELRA). The Foundation provides scholarships to deserving graduate students studying labor and employee relations or a closely related field. The Foundation seeks to provide worthy graduate students interested in a career in public sector labor and employee relations with financial assistance.


2012 Anthony C. Russo Scholarship Awards Winners, who received a $3,000 Russo Scholarship:

Debi Christensen is an NPELRA and Washington PELRA member seeking a Masters Degree in Business Administration from Washington State University. Her Bachelor’s Degree in Business Administration was earned at Washington State University as well. She is Human Resources Director for the City of Puyallup, Washington. In 2011 she was the recipient of the Competent Communicator and a Competent Leadership Awards from Toastmasters International.

Diana S. Doane is seeking a Masters of Labor Relations and Human Resources from The Ohio State University while working as a Human Resources and Labor Relations Intern for the Central Ohio Transit Authority. She holds a Bachelors degree in Human and Consumer Services from Ohio University. She is active in the Graduate Human Resources Association and was President of Alpha Xi Delta fraternity in 2005-06.

Julie Guerra, Nueces County Texas Human Resources Director is seeking a PhD in Industrial and Organizational Psychology from Grand Canyon University. She earned both a Bachelors and Masters Degree from Texas A&M. Julie does volunteer work for the American Diabetes Association, the American Heart Association, United Way and the American Cancer Society.
