Established in 1971, National Public Employer Labor Relations Association (NPELRA), is a nationwide organization of over 2,500 public sector professionals employed by federal, state, and local governments, and school and special districts. NPELRA membership is also open to consultants and attorneys who exclusively represent the interests of management, primarily in the public sector.

NPELRA members have established state or regional organizations in numerous areas to further opportunities for networking, information sharing and advocacy in the judicial and legislative arenas at the state level. Such affiliated organizations currently exist in Arizona, California, Connecticut, Delaware, Illinois, Iowa, Maryland, Minnesota, Missouri, Montana, Nevada, New Jersey, New York, North Carolina, Ohio, Oklahoma, Oregon, Texas, Washington State, and Wisconsin. Active Membership

Shall be open to any person employed full time by a state, county, federal, or municipal government; public corporation or authority; special district; public school system; college or university; who is assigned principal or subordinate responsibility for the employee relations function exclusively on behalf of management.

Affiliate Membership

Shall be open to attorneys and consultants who are not employees of a public employer but who represent and actively work for the interest of public management and who solely represent and support the interest of management in employee relations matters.

Student Membership

Is open to upper level or graduate full time students (12 units or more) who are in a Human Resources or Industrial Relations Program or related field at an accredited college or university and are not currently working full time in the Labor Relations field.

Retiree Membership

Any former Active or Affiliate Member who has completely retired from work in human resources and labor/employee relations is eligible for retiree membership at a discount on the NPELRA portion of the annual dues at a rate set by the NPELRA Board of Directors.  This membership category is for NPELRA membership only and not a joint membership in an affiliate State.  Each affiliated State may have their own such membership that they administer.

When joining NPELRA as a new member, you are agreeing to purchase a 1-year membership; The commitment is for one year on an anniversary date. When renewing an existing membership, you are agreeing to purchase a 1-year membership; The commitment is for one calendar year. NPELRA does not offer a refund for any membership. Membership can be transferred within an agency. If a duplicate payment, overpayment, or a payment error is made, funds will be automatically applied toward the next year's membership fees.
